(4)州政府
これまでも報告してきたように、各州のCIOの協議会であるNASIRE(National Association of State Information Resource Executives)(http://www.nasire.org)が、Y2K対策について州政府間の情報交換や連邦政府との調整を行っている。NASIREが実施している各州の進捗状況調査をまとめると表のようになる。州によってクリティカルの捉え方に差があるせいか、システム数や対策費用の見通しなどはまちまちであるが、上述の大統領Y2K変換委員会の四半期報告によると、以下のように進捗度が取りまとめられている。
- 全州のY2K対策費用総額は35億ドルを超えると見られる。
- 31の州が3月1日時点でY2K対応を50%以上完了しているとし、15の州が75%以上完了しているとしている。
- 全米市長協議会の調査によれば97%の市が市としてのY2K対応計画を有しており、そのうちの3分の2以上が市全体のY2Kテストを行う計画を有している。
- 全米4,300の「911コールセンター」(日本の110番、119番に相当)の、調査に回答してきた13%のセンターのうち、17%がY2K対応済みであるが、69%が年内に対応を完了する。(回答してきていないところが多く、回答してきたところでも14%は年内に間に合わないということか?)
ところで、表の中にある法制について「ライアビリティ」とあるのは、現在連邦議会でホットイシューとなっている、民間企業のライアビリティを限定しようとするものとは違い、州政府やその委託先などのライアビリティを限定しようというものである。州政府がY2K問題で訴えられることで、州の行政サービスが遅滞することは州のタックス・ペイヤーの利益を損なうためというのが立法の趣旨である。97年にネバダ州がそのような法律を通して以来、ジョージア、バージニア、フロリダ、ハワイ、カリフォルニア、サウスダコタなどが次々と類似の法案を通している。他にも30州ほどが提案しているが、「州政府側はY2Kで民間業者を訴える可能性がありながら、自らは訴えられない権利を持つというのはフェアではない」との理由で反対意見も出てきて、ミシシッピ州では法案が取り下げられるなどしており、必ずしも広範な免責を勝ち取るのは難しくなっているようである。
